Fundamental Philosophy and Policy for Internationalization Promotion

Through promoting the internationalization of Nagasaki, we aim to build a 'world city,' of which all residents and future generations can be proud. To this end, we are reaffirming Nagasaki's long history of exchange and co-existence with people of other nations.

Our fundamental philosophy is the promotion of Nagasaki as a proud city of international character, and we have established three fundamental directions in which we are pursuing this.

(1) Nagasaki: a Base of World Relations and a Window on Asia

Nagasaki has a long history as a center of exchange with foreign nations, as symbolized by the way in which its port was opened. During the period of national isolation, Dejima and the Chinese houses provided a window on foreign civilisation, and played a huge role in modernization of Japan and formation of lifestyle. Even after the country was opened, through exchange with other nations Nagasaki formed its own unique culture.

In the future, based on cooperation with private and citizens' groups, we aim to be a center of interaction with other nations, primarily via our sister cities. Through this we hope to improve mutual understanding and peoples' way of life, and contribute to world peace and stability.

In addition, geographically speaking, Nagasaki is a window on Asia on Japan's west coast. In the future Asia has the potential for massive growth, and whilst progressing with plans to build a city where many people can gather for exchange, we will also promote Nagasaki as a center of tourism and industrial relations with East Asia.

(2) Nagasaki: Contributing to Peace

The world today is facing many problems, such as environmental issues, urban development, welfare, education and so on. The deeper interdependency of today's international society means however, cities in different countries that share the same problems can work together to solve them, develop their locality and improve the welfare of their citizens.

In Nagasaki, we are engaged in international cooperation efforts with a wide range of cities, starting with out sister and friendship cities. At the same time, as a city that suffered an atomic bombing, we present to the world the voices of our citizens calling for the abolition of nuclear weapons and the establishing of lasting peace, and continue to contribute to world peace efforts.

(3) Nagasaki: a City Welcoming Many People and Cultures

Our city has a long history of exchange with other nations. People from many countries have visited or settled here, and a wide range of cultural exchange has taken place.

Based on this tradition, to make Nagasaki a town where non-Japanese can live comfortably, the internationalization of the city will be conducted not only through enrichment of the municipal facilities but also through welcoming a wide range of cultures, making the town suitable for the coexistence of all people.

We are now moving ahead with concrete initiatives based on the above fundamental policies.
